That's some level of incompetence there = 3= "How many Seniks does it take to change a number from 3 to 9?"

There's a lot more happening than just "haha change the number in notepad and save 4Head". Once they've rebuilt the game binaries on their end and done any required validation for a new version (hopefully before maintenance begins), they have to deploy those files to the servers, which will probably involve (1) taking them offline, (2) backing up everything (so a failed deployment from network problems, software failure, etc. doesn't just corrupt everything), (3) actually moving all the new files over the network onto all their servers, (4) performing another validation to make sure the deployment was successful, (5) bringing everything back up, (6) running some small-scale sanity tests to make sure the patch works and looks normal in production, and (7) bring everything back online. They might also pad out the time a little so that if something goes wrong and they need to restart the process, they have some time to do so without needing to announce a maintenance extension every time, the same way you might leave the house earlier than needed to account for possible traffic.
The process itself is probably simple and automated, but the magnitude of data that needs to be validated, backed up, and sent over a network means it's not gonna be a 5 minute process.
Software development is always misunderstood by people who don't work in it. Same as your parents telling you to "just pause your game" when you're playing online.
Warframe updates are done by time travels I guess.
It's actually the time it takes for a full deploy script to turn all servers down, execute all clean up and deploy scripts, turn the servers up again, then run the jenkins test script on all features again
Warframe is more client-based, from what I understand. The players themselves host instances, and other players connect to them. The servers just save data. So there's less need to bring anything down for maintenance. A server-based game like PSO2 is a different story.
Could they reduce maintenance times if they tried? Probably. I have no doubt their process is not as optimized as it could be. But "haha they're just changing a number why can't they do it live" is not a fair representation.
PSO2 classic is exactly like Warframe.
It's NGS that is more reliant on server, since drop-in/drop-out open world mechanic.
i hope NGS has mount imagine if you open all region then need to go to another region but ryuker device too far from your destination maybe Alien Horse from Duviri Paradox will fit it ?

I brought up Warframe to say it could be done better, it's just sega doesn't want or need to because moving away to more modern model will cost money for sega and they generally try to test for bugs before rolling out updated unlike Warframe where implementing new bugs and getting shit fixed is everyday routine.
And btw, Warframe has some semi "open world" areas. Also NGS open world are different zones that can run on different machines it's just the transition is made kinda seamless to make it feel more openworld so technical aspect doesn't get in the way of NGS being unable to have Warframe serber model. Also pretty sure WF model is scaleable and distributed which if implemented in Puso would not only make updates smoother, serbers more robust but also allow to unite all 10 ships.

Even the gigantix thing are just regular existing bosses with bloated stats and timer.
It's not new content.
It takes so long because also they have to move the accounts of people who paid and other things too.

If anything I'm more annoyed that in all that time they didn't bother addressing that massive AC Scratch issue that they opted not to address to avoid extending the previous maint. One that they just said "Fuck it take down the scratch We'll fix it later."

Unless they're extremely incompetent, there should be nothing needed except a slight configuration change. Yes, it really should be as easy as going in and updating a value, unless it was completely broken at a fundamental level. Of course, if they weren't incompetent, a special event like this should probably be being handled by a sub-server that interfaces with the primary servers to handle the event.
