Technically you would have about 1 image for the background, the nav images can be css backgrounds, the drop shadows is one image and side bar would be 2 images. You can use gifs for most of the elements except for the top blue bar.

Good easy tutorial. I’m not sure though about image-heavy designs. I find the fast loading sites perform the best.
